An agency must establish and maintain a formal structure for program governance. EPIC Early Head Start/Head Start is governed by two councils, our Regional Council and our Policy Council. Policy Councils are responsible for the direction of the agency’s programs. Policy Council members are elected each new school year and may serve, as long as he/she is elected each year, for no longer than 5 years.
